Kyiv, April 30 (Interfax-Ukraine) -- An investigation into the crash of an MIL MI-8 helicopter in the Black Sea is exploring four theories: pilot error, weather conditions, technical malfunction and external causes, Ukraine's Transport and Communications Minister Yosyp Vinsky told journalists at the Simferopol airport on April 29.
The governmental commission, which is investigating the cause behind the Mi-8 helicopter crash in Crimea, discovered the flight recorder in the evening on April 29, the Transport and Communications Ministry's press service reported.
The press service said that the flight recorder was sent for decoding.
According to the report, Transport and Communications Minister Yosyp Vinsky instructed the head of the State Aviation Administration, Oleksandr Davydov, to check the safety of flights and the organization of summer operations of the owner of the helicopter – the Universal-Avia state joint stock company.
According to earlier reports, 20 people died in the helicopter crash in the Black Sea on April 28.
