Yuschenko's secretariat says MPs wouldn't have blocked presidential address to parliament if it were a crime

Kyiv, May 15 (Interfax-Ukraine) – If it had been a crime to block the presidential address to the Verkhovna Rada, certain deputies wouldn't have acted as they did, Deputy Head of the Presidential Secretariat Ihor Pukshyn said at a briefing on Thursday.

"If there were responsibility [criminal responsibility], I doubt that deputies would block the rostrum," he said.

Making a presidential address to the Verkhovna Rada is one of the official duties of the president, he said.
