Haulers' Association may strike over situation on international transportation market

Kyiv, April 7 (Interfax-Ukraine) – The Association of International Haulers, also known as AsMAP, has announced the possibility of holding a rally in the protest at the critical situation on the market of international road transportation.

"Participants in our annual conference of haulers, which took place on April 3, have decided to go on strike," AsMAP Vice-President Leonid Dokil said at a press conference at Interfax-Ukraine on Monday.

As Valeriy Chernenko, the head of the AsMAP members' regional council in Kyiv region, said at the press conference, the association demands that the Cabinet of Ministers and central executive agencies abolish a Kyiv city state administration resolution on a ban on trucks' entry to the city of Kyiv during the daytime.

Moreover, the haulers demand that the authorities ensure the execution of government resolution No. 307 dated June 7, 2002, on a ban of the forced passage of trucks through the private terminal of Yahodyn.

In addition, AsMAP also insists on withdrawing a state customs service letter dated January 16, 2008 on the use of bills as payment during the customs registration of vehicles, as well as letters dated February 14, 2006 and January 26, 2008, on the use of trailers belonging to nonresidents.

According to Chernenko, the association insists on changing the technological scheme for handling vehicles at the container terminals at the Odesa and Illichivsk ports.

In addition, AsMAP demands a zero rate on the import of rolling stock to Ukraine and the cancellation of VAT on international haulage routes.

The association believes that the authorities should delegate it with the right to distribute and issue permits on transportation operations on the territory of other states and control their use.

Besides, AsMAP insists that central executive agencies should hold talks with the governments of Poland and Slovakia to ensure the cancellation by those countries of limitations on the amount of fuel imported in petrol tanks to their territories.

According to Chernenko, if there is no reaction from the side of the authorities to the above-mentioned requirements within 10 days, the association will go on a strike.
