Ukrainian Interbank Currency Exchange signs Letter of Intent with NASDAQ OMX

Kiev, June 9, 2008 — The Ukrainian Interbank Currency Exchange CJSC announced today that it has signed a Letter of Intent with NASDAQ OMX Group, Inc. for co-operation with the focus of further developing the Ukrainian capital markets.

In the Letter, the two parties agree that the development and strengthening of the Ukrainian capital markets needs to be based on European standards. The aim of the agreement is to increase the visibility, attractiveness and access to Ukrainian securities by increasing the efficiency and liquidity of the Ukrainian capital markets. A key focus will be to create a reliable and well functioning market, based on NASDAQ OMX technology and trading systems and built in line with international standards.

"The Ukrainian capital market has huge potential, but is fragmented and inefficient. Together with NASDAQ OMX we aim to start with the most basic part of the securities market infrastructure. An efficient trading environment will create the basis for an attractive and liquid Ukrainian market", said Mr. Pjotr Pereverzev, Chairman of the Board.

Following the signing of the Letter of Intent, NASDAQ OMX and UICE signed Early Start Agreement to acquire NASDAQ OMX trading system.
