The cabinet plans to oblige all economic entities operating in the sphere of trade with goods and services using cash registers to transfer to the partial use of cashless payments through the introduction of payment terminals and card systems by January 1, 2012.
The draft resolution was posted on the official Web site of the Economy Ministry.
According to the document, all trade companies with premises of at least 20 square meters, drugstores, hotels, tourist and insurance agencies, post offices, ticket offices and other organizations operating in the sphere of trade with goods and services in Kyiv, Sevastopol, Simferopol and all regional centers are to install payment terminals by January 1, 2011, and in other towns and settlements by January 1, 2012.
In addition, all supermarkets, hypermarkets, wholesale centers, car repair, servicing and leasing centers all over the country are to introduce a cashless payment system by January 1, 2011, and restaurants, filing stations, car sales centers, households appliances, furniture, jewelry, perfume, fur and leather centers irrespective of their space – by January 1, 2012.
The number of payment terminals should be installed taking into account at least 50% of the number of cash desks. The prices of goods and service for which was paid using cashless payment systems should not foresee any markups.
The document also recommends the National Bank of Ukraine (NBU) to consider the issue of the installation of terminals in organizations using banks' funds, and the size of bank fee cannot exceed s1.5% of the sum of sold goods.
