Ex-head of the Central Election Commission and Justice Committee Chairman Serhiy Kivalov (Regions Party MP) has claimed that during the formation of the coalition the BYT, OU-PSD and Bloc of Lytvyn factions did not follow legal procedures.
"There are constitutional requirements for establishing deputy factions. These requirements were violated. There should have been three components. First, a coalition agreement with deputy factions heads signatures; second, a deputy factions' member list along with their signatures; and finally an official parliament chairman's statement on the formation of the coalition based on the previous documents", said Kivalov's press service on Wednesday.
He said that neither the agreement, nor the member lists were provided. The newly elected speaker made an official statement based on the minutes of deputy factions meetings. Also, the OU-PSD has said that its leader signed nothing at all, Kivalov said.
He said not all the deputies voted for coalition on Tuesday. If it is confirmed that 32 of the 72 OU-PSD people's deputies did not vote, the overall number of coalition deputies would be 216 or less.
" Article 83 part 6 of the Constitution requires a majority of deputies' involvement, that means more than 226 votes and signatures," Kivalov said.
"Yesterday's coalition announcement was rather political than legal", said the deputy.
