At the same time, neither newly appointed EU High Representative for Foreign Affairs and Security Policy Baroness Catherine Ashton nor the previous holder of the post, Javier Solana, who vacates this post on Monday, are expected to attend in the summit.

The source said that this summit would be a routine one.

"Do not expect anything extraordinary from this summit," he added.
