Regions Party Leader Viktor Yanukovych has said that the authorities, instead of working effectively, are trying to place their responsibilities on the shoulders of others.
He said this while opening a meeting of the opposition government in Kyiv on Thursday.
Yanukovych commented on Prime Minister Yulia Tymoshenko's televised address to the nation on Wednesday.
"She is again trying to place responsibility on somebody and, at the same time, remain unstained," he said.
Yanukovych said that the country needs a comprehensive anti-crisis program, which should be first drafted and then submitted for consideration by the parliament, rather than numerous anti-crisis bills.
He said that the government is currently trying to pin blame on others, rather than uniting society against the current problems.
"Where is the breakthrough that was promised on December 18 last year?" he asked.
The Bloc of Yulia Tymoshenko campaigned in the early parliamentary elections in the autumn of 2007 with a manifesto entitled "Ukrainian Breakthrough."
